Spy Fears ... on Rockall?

Classified papers have been released to show that Rockall was regarded as a potential spy base for securing information about a range of features - shipping, aviation, rocketry, geological - well to the west of the Hebrides. Looks like a perfect example of Photoshopping a ship. The Irish would not do that, would they?
